One Piece TCG Luffy Deck Guide: Red Aggro in 2025

Monkey D. Luffy (OP-01) is the face of One Piece TCG for a reason. He's the most aggressive leader, the most well-supported character type, and the most straightforward to play. But "straightforward" doesn't mean simple — optimal Luffy piloting involves dozens of small decisions per game that separate good players from great ones.

This guide covers the current optimal Luffy build, card choices, and how to play the key matchups in 2025.

Why Play Luffy?

• Consistent speed: Fastest reliable damage clock in the game
• Crew synergy: The Straw Hat type has the most character support of any crew
• Leader ability scales: DON!! attachment to Luffy turns him into a closing tool, not just a beatstick
• Well-documented: The best Luffy lines are known — you're not building in the dark
• High ceiling: Despite being "beginner-friendly," Luffy has enormous skill expression in attack sequencing

The Core Mechanic

Luffy's Leader ability: When Luffy attacks, if he has 5 or more DON!! attached, deal 1 additional life damage.

In practice: By turn 5 with 10 DON!!, you attach 5–6 DON!! to Luffy and swing. That swing potentially deals 2 life damage (1 base + 1 from ability). Combined with characters attacking simultaneously, you can threaten lethal from 5 life in a single turn.

Key Card Explanations

Gum-Gum Red Hawk (4-of)

Your best removal. At 3 DON!! cost, it trashes a character with 5000 power or less. This is essential for clearing blockers before you close the game. Without removal, an opponent can run 4 Blocker characters and your leader can never get through.

Straw Hat Crew (3-of)

The search event. Lets you look at the top 5 cards and take any Straw Hat character. This is how you maintain hand quality when natural draws give you duplicates or non-characters. Don't cut this — consistency in OPTCG is underrated.

Jinbe (2–3 of)

Jinbe's On Play effect generates an extra DON!! from your DON!! deck. In a deck that wants to reach 10 DON!! quickly, he effectively accelerates your curve by one turn. His 6000 power base also makes him one of the strongest bodies in the deck.

Turn-by-Turn Game Plan

Turn 1 (2 DON!!): Play a 2-cost character or attach 2 DON!! to Luffy and swing.

Turn 2 (4 DON!!): Play Sanji (Rush, 3 cost, attacks immediately) + 1 DON!! attached somewhere. Sanji creating an immediate attack means you've attacked with both a character and your leader by turn 2.

Turn 3 (6 DON!!): Options: 4-cost Zoro + attack, or 3 DON!! on Luffy + attack with ability trigger.

Turn 4 (8 DON!!): Play Jinbe (5 cost, adds DON!! back) + attack phase. Now at 9 DON!!, attack with leader with 5 attached.

Turn 5 (10 DON!!): This is often your closing turn. Sequence: attack with characters first (force life blocks), then swing with Luffy at 5+ DON!! for the final life damage.

Matchup Guide

vs. Trafalgar Law (Blue Control)

Favoured 55–45

Law wants to return your characters to hand to slow your board. Your answer: play fewer characters but hit harder. Don't overextend into Law's Return effect window. Attack with your best 2–3 characters rather than flooding and giving Law too many targets.

Hold Gum-Gum Red Hawk to clear Marco (if they play it) — Marco's Blocker + life gain is the card that extends games against you most.

vs. Big Mom (Yellow Life)

Roughly even 50–50

Big Mom's 6 starting life and life generation means you need to deal 7+ damage reliably. The games where Luffy loses are when Big Mom generates so much life that you run out of damage pressure.

Key adaptation: Go wider instead of building up Luffy's DON!!. Multiple small attacks spread across characters force her to spend on counter cards more often.

vs. Kid (Black/Green)

Slightly unfavoured 45–55

Kid's reactive character deployment during your attack phase is disruptive. He can effectively deploy a character to block attacks you declare during your attack phase — something most leaders can't do.

Counter: Attack with characters you're willing to trade, then commit Luffy as your last swing when their blockers are tapped down.

vs. Mirror (Red Luffy)

Coin flip

Mirror matches are decided by who gets the better early draws. First player advantage is real. If you're going second, mulligan more aggressively for 2-cost Rush characters to close the gap.

Budget Builds

The optimal Luffy build costs roughly $150–200. Budget alternative:

Replace:

• Jinbe → Second copies of cheaper Straw Hat crew
• Brook → Additional early characters

The budget build is slightly slower but fully functional for local events.

Luffy rewards smart attack sequencing over raw power. Master the art of the "correct" attack order and you'll win games your opponent thought they had locked up.
